Historical Background OF CSL
The Central Secretariat Library (CSL) is one of the oldest libraries of the Government of India and comes under Ministry of Culture.
It dates back to 1891 when the Imperial Secretariat Library was established in Kolkata (Calcutta). With the shifting of the Capital, the Library was also moved to Delhi and since 1969 it is housed in G-Wing of the Shastri Bhawan. In terms of size of collection 8,50,000 volumes (print or non-print) , it is the second largest Central Government library after the National Library, Kolkata.
CSL has a text book library located at R.K. Puram, New Delhi.
COLLECTION OF BOOKS
As on date CSL has a collection of about 8.5 Lakhs printed and non- printed documents organised into different viable divisions. CSL has Two more branches Located in Tulsi Sadan at Bhawalpur House, which has about 2.25 Lakh Strong Collection in Hindi and other Indian official Language and a branch at R.k Puram having documents. a Collection of 27,000
The Reference division has about 20000 Volumes and they are. being updated on a regular Basis -It has also the general on a Regular Collection of about 42000 documents Subject of social science and humanities available in English Language and has a strong Collection. 40,000 Hindi Language documents.
The Resources of Area Studies divsion has about 85,000 Volumes and has been organized on the basis of documents having emphasis on geographical Region.
The Rare document Collection having a strength of about 6500 documents is an asset of this Library of
The Indian Official Documents Division is exposed with the Collection of Various Ministries departments, subordinate, office of the store and central Government. The division has about 80,000 of Bound Volume and documents. The official publication in the front of Annuals official administrative Reports, budget and plane document, Civil list, Census Reports, Legal documents" official directories and hand book, commission and Committee Report, etc has been stored... from inception. It has a strong collection of Government of India Gazette of Post independent India and it is being updated Regularly.
The Foreign official document division comprising of about 60,000 documents has a rich Collection of different International Organization such a United Nation, UNESCO, UNNP, British official publication including Hansard and U.S Government official documents.
The Serials division of CSL has been making available the nascent information through 15 Newspaper which is 7 English ,7 Hindi, 1 Bangla
Total No. of Magine 31 which is 20 English, 10 Hindi, 1 Bangla.
ACQUISITION SECTION
The Acquisition Section of Central Secretariat Library focuses on building the strong collection of book and non-book materials pertaining to Social Science and Humanities. Collection development is based on ongoing assessments of the information needs of library clientele, usage statistics analysis, and demographic projections, and is normally constrained by budgetary limitations.

TECHNICAL PROCESSING
Technical Processing Section plays a key role in the functioning of the library. It makes a bridge between the acquisition of documents to the Circulation.
ACTIVITIES OF PROCESSING
• C.S.L Used 22nd edition of D.D.C and format used Mark 21.
• C.S.L Used 23rd edition of Library of congress for subject heading.
CIRCULATION SECTION
Reference Circulation Section provides readers service, lending service, inter-library loan service and display promotional works.
Main Works in circulation Return of the books, Making membership card of the patron according to the CSL Rules. Circulation Section
also includes Reference and General Section.
AREA STUDY DIVISION
The Area Studies Division has a collection of about 85,260 (260 approx new books included in the year 2021-2022) volumes and has been organized on the basis of documents having emphasis on a geographical region. This division is one of most sought for division in CSL where one can trace documents even for a smallest district or town in India. Documents of almost every subject concerning the socio-economic and political condition of India and its regions are available in this division. The collection of different countries of the world are some of the strongest asset organized in this division. Some of the important collections housed in this division are Rare Documents, Biography and Women Studies also.

SERIAL SECTION
The Serial Section is housed in the Ground Floor of CSL. This Section acquires about 22 Periodicals in the field of Humanities and Social Sciences including popular magazines and a large number of daily newspapers in English, Hindi and regional languages. Apart from these, CSL has a collection of archived newspapers in the form of microfilms i.e. Times of India (1950 - 1998) and Navbharat Times (1951-1998) in Hindi. CSL currently subscribing 14 Newspapers in English and 08 Hindi Newspaper, 16 magazines in English and 06 in Hindi languages. Serial Section also receives magazines and journals on gratis from different Ministries, Departments and other Organization time to time
INDIAN OFFICIAL DOCUMENT
The Central Secretariat Library is a Depository Library of Government of India publications through a Order No. 6/4/2/84-Cab Dated 21.04.1984 of Cabinet Secretariat, Government of India. The section has about 80,000 volumes of union and state government documents which is in the form of annual administrative reports of different ministries, departments of the Government of India, statistical documents, civil list, budget documents, census reports, committee and commission reports, parliamentary standing committee reports, settlement reports, Gazette of India, gazetteers and various other adhoc reports brought out by central government.
Gazette of India is available from 1922 to 2015 in physical form. It has been digitized from 1922 to 2001, and have been shared with Department of Publication to uploaded on egazette.nic.in.
IOD section has housed approx 3000 volumes of Committee Commission Reports, which was constituted by the Government time to time. Total 2827 reports has been digitized and may access at cslrepository.nvli.in.
It has housed Acts of Parliament from 1935 to 2001.
Annual Reports of different Ministries and Department is also available here.
All type of Swamys Publication books are available for users.
Census Report from 1881 onwards are available in CSL.
FOREIGN OFFICIAL DOCUMENT
This division has about 60,000 official documents of different countries and international organizations. The major country, which has large collection, is United States, United Kingdom, Canada, and Australia. The major international organizations are United Nations, UNESCO, OECD, IMF, ADB etc. The CSL has also entered with an agreement with World Bank to become a regional depository centre of all its collection on Asian Region especially on India. Its on-line products, e-library, indicators, global development finance web sites could be accessed by the users. The accessibility of such web sites is available in LAN environment within the premises of CSL.

RK PURAM BRANCH
The branch library is situated at West Block -7, Sector – 1, R. K. Puram, New Delhi - 110066 is catering to the needs of government officials working and residing in the adjoining areas. Since 2003-04 Library is also functioning as Text Book Library for the wards of the central government officials pursuing under-graduate level courses in Delhi and preparing for competitive examination like UPSC, SSC, RRB, Banking etc. The present size of the Text Book Collection is about 29054 volumes. This Library has a capacity of about 50 users. The library reading hall is fully air-conditioned. The library is RFID enabled.

RFID can be used library circulation operations and theft detection systems. RFID-based systems move beyond security to become tracking systems that combine security with more efficient tracking of materials throughout the library, including easier and faster charge and discharge, inventorying, and materials handling
